Judicial
Note: J79 of Straits Settlements and J1/6, J16, J36, J38/39 of Federated Malay States are known only used in Negri Sembilan, and it is possible that they were issued only in this state.
1898-1900 (recorded usage). Negri Sembilan postage stamps (tiger design 1c green and 5c blue, other values tiger's head) overprinted for Judicial use or surcharged also.
a) Overprinted with the letter J in seriffed type, 3½ x 4½ mm
J1. 5c on 1c green
a. With horizontal bar through N Sembilan at top
J2. 10c on 2c dull purple and brown
a. Surcharge figure 1 with long serif
J3. 25c on 5c dull purple and olive-yellow
J4. 50c on 15c green and violet
J5. $1 on 25c green and carmine
J6. $5 on 50c green and black (opt in red)
b) Overprinted JUDICIAL in capitals, 17 x 2½ mm, in red on all values
J11. 5c blue
J12. 10c on 15c green and violet
J13. 50c green and black
J14. $3 on 20c green and olive
Notes:
1. Examples of J1 and J2 are known with Seremban postal cancels, possibly philatelic.
2. A corner marginal example of J2 is known with 10 cents J overprinted in the lower margin as well as on the stamp.
3. Forbin lists a 10c on 2c rose (ie the prowling tiger design) as J1/6 but I am sure this is an error for the tiger's head stamp (J2).
4. Barefoot lists a 5c blue overprinted J in red but I believe this is an error for my J11. He also lists a 10c on 8c and and 15c overprinted as J1/6 but I have not seen these.
Recorded usage: J1 - Oct 1900, J2 - Sep 1898 to Oct 1900, J4 - Jul 1899, J12 - 1900, J13 - Aug 1898, J14 - Oct 1900.

1901 (recorded usage). Stamps of other Malayan territories overprinted JUDICIAL N.S. and surcharged also, with cancelling bars through previous face values.
a) On postage and revenue stamps of FMS, previously overprinted on Perak
J21. 25c on $2 green and carmine
J22. 50c on $1 green and pale green
b) On revenue stamp of Sungei Ujong, previously overprinted on Straits Settlements
J23. $1 on $5 green and purple
Notes:
1. I assume that the overprint and surcharge on J21/23 were applied in a single operation but it is possible that JUDICIAL, N.S. and the new value were done separately, in which case stamps might exist with the overprint but not the surcharge or vice versa.
2. Recorded usage: J22 - Aug 1901, J23 - 1901 (according to Norris & Peters).
